Sports and tourism given top priority as Arunachal celebrates 63rd Republic Day

Itanagar, Jan 27: The 63rd Republic Day was celebrated throughout Arunachal Pradesh with much enthusiasm on January 26.

Unfurling the national tri-colour on the occasion of 63rd Republic Day at Indira Gandhi Park here, Governor Gen J J Singh said high priority would be given to sports sector and tourism would be promoted as an engine of growth through new projects in hitherto unexplored areas.

Education and health sectors would continue to receive top priority but we would shift the focus from construction of buildings to providing quality healthcare and education by providing sufficient and qualified doctors and teachers, the Governor added.

He said the "physical infrastructure development projects" are more or less on track in the state while there was a significant gap in the potential and present development levels of socio-economic infrastructure.

‘My government will give focused attention on capacity building and employment generation among youth. A holistic approach based on a complete paradigm shift will be developed for agriculture and horticulture sector to enable maximum returns for the actual cultivators’, he said.

Expressing concern over the prevalent tendency to call ‘bandhs’ in the state, JJ Singh exhorted people to come in open against such culture for all-round development of the state. The Governor cautioned the state government would not tolerate such culture in future and would deal with all such activities with a stern hand. Violent and forcible bandhs have no place in a democracy and by no definition can they be considered as democratic means of protest. They can never be a replacement for dialogue and negotiations, Gen Singh said.

Referring to the incidents of extortion by rebel outfits in troubled Tirap and Changlang districts of the state, the governor informed that the massive developmental package announced by the Centre for the districts recently would have an "exemplary effect on the insurgency situation" in both the districts.

“The package will not only cater for exhaustive strengthening of the existing police set-up but also for recruitment of almost 2,000 youth in the civil police from these two districts,” he pointed out.

The state cabinet recently approved setting up of the Forest Protection Force which would mainly be deployed along the Assam border and would help strengthen and guard the sensitive border, he disclosed.

Additional deployment of border guarding forces along the international border to check cross-border movement of insurgents is also on the cards,’ the governor added to the thunderous applause of the crowd who despite inclement weather thronged the venue.

Indo Tibetan Border Police (ITBP) and Oju Mission stood first and 2nd respectively in March Past.

At Khonsa, Tirap deputy commissioner W.Lowang highlighted the achievements of the district in various sectors. He informed that 13 units of girls’ hostels for various Govt. Higher Secondary schools, including Khonsa, Borduria, Longding, Kanubari, Deomali, Kapu, Lazu, Wakka, Pongchau, Nginu, Soha and KGBV Turet, 1411 houses under Indira Awas Yojana and 78 Anganwadi centres have been proposed under Multi-Sectoral Development Plan launched the government of India. Out of the above proposed schemes 12 units of girls’ hostels and 1030 units of houses under Indira Awas Yojana  have already been sanctioned and the executing agencies have been asked to execute the sanctioned works, the DC informed.

Local MLA Kamthok Lowang, Tirap SP, CO, 19 AR, CO, 36 CRPF, HoDs and a host of distinguished persons attended the celebration.

The day was also celebrated at Kanubari, Deomali. Longding and all the circle headquarters.

At Aalo, addressing the gathering on the occasion of the Republic Day celebration, deputy commissioner Amjad Tak appealed to all senior citizens to cooperate with district administration in tackling unwanted disturbances to maintain the law and order. He also appealed to the student community to give up their restlessness and concentrate in their prime objective of academic pursuits.

He also gave away commendation certificate to Doge Dirchi, SPA to DC Degam Ete, Headmaster, Yakar Ngomdir AE (E), Tumto Loyi DASO, DK Pandit Manager Aalo Cooperative, Er. Ado JE (E), Topi Kamum LDC and Diru peon DC Office for their contributions in various fields.

At Bomdila, West Kameng deputy commissioner Rinchin Tashi appealed to the people of the district to maintain peace for all round development since peace is pre-requisite for any development.

Dwelling at length on the various developmental activities being carried out in the district in various fields Tashi called upon the people to co-operate and join hands with District Administration and the various departments for the all-round development of the area. Be a partner in the developmental process of the district to make it a role model for others to emulate, he said.

Commendation certificates along with cash awards were given to the winners of the Inter school Essay writing and Drawing competition held the previous day on the occasion of the National Voters Day. Also, the winners of the District level Essay writing competition held on the eve of the National Consumer Rights Day were felicitated.

At Pasighat, deputy commissioner Talem Tapok while highlighting the achievements of the district in various sectors, stated that the government is committed to bring the remote and unconnected areas with the mainstream by providing road connectivity, drinking water, PDS with other amenities on priority basis.

He distributed the awards and  prizes and certificates to the achievers of the district on the auspicious occasion.

MLA Dr. Tangor Tapak, SP Pushpendra Kumar, retired IAS and APCS officers, renowned senior leaders and citizens were present on the occasion.

The other highlights of the day were exhibition stalls put up by various government departments where horticulture bagged the first prize. The District Anti Tobacco Cell organized an anti tobacco signature campaign.

The 63rd Republic day  was celebrated at Koloriang in a befitting manner.

Deputy Commissioner (i/c) Hage Takka ceremonially unfurled the National flag at general ground. He highlighted the achievements of the departments and stressed on sincerity and dedication of both public and government officials.

At Seppa, Tage Tado ADC, I/C Deputy Commissioner, exhorted all the citizens to follow the footprints of the great freedom fighters and maintain the unity, integrity and sovereignty of  India. On this very occasion, he highlighted some of the developmental activities of East Kameng district, like road communication linking the circles headquarters to district headquarter, approval of Rs. 3 crores from the Govt. of Arunachal Pradesh. for the construction of New Bana bailey suspension bridge and construction of permanent bridge over the Bichum river.

In health sector, he informed that District Hospital has decided to launch Measles Catch-up campaign shortly during the month of February/March 2012, he was pleased to announce the restoration of APST Bus Service from District Headquarter to Bameng and Chayang Tajo immediately after the completion of ongoing road construction works.

On this occasion, he called upon all the Govt. officers/ Officials of East Kameng District to work with dedication and sincerity. He also called upon all the citizens of the District to co-operate and support the various departments in implementing developmental activities in the district.

On this occasion, SP  Kima Aya along with all the HODs, public leaders, officers, GBs, students, and general publics were present and witnessed all the programmes.

Along with the rest parts of the state and the country the people of Upper Siang District  also celebrated the 63rd Republic Day with great enthusiasm at Yingkiong.

Unfurling the tri color at general ground, deputy commissioner Liyon Borang urged to the people of the district, including officers and officials, public leaders, PRI members, youths, teachers and students to dedicate themselves to make the district a model district. He also appealed to them to maintain unity and extend cooperation to the government for development.

The Deputy Commissioner awarded commendation certificate to Md. Anwar Hussain, Projector Operator, IPR, Yingkiong  in recognition of his sincerity and dedication towards his duties.

MLA Alo Libang inaugurated the exhibition stalls put up by various departments. He distributed prizes and certificates to the winners in various disciplines organized to mark the occasion.  

Senior citizens, PR members and Gaon Buras from different Sub-Divisions and Circles of the district enthusiastically attended the celebration.

At Tawang, the Republic day was celebrated with great enthusiasm at the General Parade Ground  yesterday.

The national flag was unfurled by Tawang Deputy Commissioner, Kemo Lollen amidst huge gathering.

Addressing the gathering on the occasion, deputy commissioner Kemo Lollen paid rich tribute to Dr BR Ambedkher and others who where pioneer in establishing the constitution of India. While quoting India as a largest democracy and a diverse nation, he urged people to work hard for development of the nation and maintain its unity and integrity.

While highlighting the various achievements made by departments in the district, he asked people to maintain the cultural heritage, flora and fauna and livestock of the district. He stressed on development of tourism sector and asked the public to extend good behaviour towards the tourist. He also appreciated the efforts of Brokpas in preservation of indigenous livestock and assured them economic assistance. He also advised the students to work hard in studies so that they become good citizens and lead the society in future.

The main programme marked March past by the jawans of 38 BN SSB and APP, cadets of GHSS NCC, Scouts and Guides and Cub Bulbul of various Schools and Army Band. A colourful PT Display and patriotic songs were presented by the students.  

At Ziro, Lower Subansiri Deputy Commissioner Nila Mohanan unfurled the tri-colour on the occasion at Subansiri Stadium.

On the occasion, the DC highlighted the major achievements of all departments of Lower Subansiri. The DC sought people’s cooperation to carry out development activities.

Parliamentary Secretary Padi Richo also attended the celebration.

The day-long programme included traditional sports competitions followed by friendly football match between DC XI and MLA XI.

At Changlang, GC. Deori, SDO (HQ) in charge Deputy Commissioner unfurled the national flag amidst huge gathering at the general ground of Changlang. In his speech, he highlighted the various achievements by various  departments in the last one year. Deori, reminded that the police recruitment process has already been started to solve the un-employment problems. He appealed to all youths to take part in the recruitment drive without fail. He emphasized on the need to channelize the energy of youths in right direction and keep them away from social menace like drug and opium addiction.

He called upon all the Govt. agencies to implement developmental schemes sincerely so that benefit reaches to the needy beneficiaries at the grass root level.

The other highlights of the celebration were colorful march past by APP, Assam Rifles Band Party, NCC, Scouts & Guides, PT Display beautiful cultural display by various Govt. and private schools and Exhibition stall put up by developmental department, games and sports followed by prize distribution.

At Tezu, R.K.Sharma, Deputy Commissioner unfurled the tri-colour on the occasion. He highlighted the various developments in Tezu in particular and Lohit district in general.

He said, under the able leadership of Chief Minister Nabam Tuki the state is heading towards development. MLA, Karikho Kri, officers, staff as well the public of Tezu are working together for the development and betterment of Tezu area, he said and sought cooperation from all to carry forward the developmental activities in future too.

At Yupia, Pige Ligu, Deputy Commissioner Papum Pare unfurled the tricolor amidst gatherings of officers, staffs, PR leaders, ITBP Jawans, Police personnel, GBs, school children and villagers.

While greeting the people on the occasion, highlighted the on major developmental schemes implemented in the district and said that Papum Pare district has made substantial progress in all fields like infrastructure, agriculture, horticulture, education, health care, roads and bridges. Main attraction of the day were guard of honour by ITBP Jawans, Colourful cultural presentations by different cultural troupes and school children of Yupia and prize distribution.

Reports of Republic day celebration are also pouring in from Raga, Doimukh, Bordumsa, Leporiang, Rajiv Gandhi University, Doimukh, Longding, Khimyang.

Arunachal Pradesh Congress Committee, Indo Tibetan Border Police, Kimin, All Arunachal Pradesh Motor Transport Workers Union also celebrated the Republic Day with great enthusiasm.  Arunachal Pradesh Congress Seva Dal, District Congress Seva Dal, City Congress Seva Dal and Block Congress Seva Dal .jointly observed the Republic Day at Indira Gandhi Bhawan, Naharlagun.

State honours 27 on R-Day

ITANAGAR, Jan 27: The State Government has honoured 27 persons with ‘State Awards’ in recognition of their contribution in different fields.

Of the 27, 11 were awarded with Gold, 10 with Silver while 6 were awarded commendation certificates.

The Gold medal awardees under the category of outstanding contribution towards promotion of games and sports were Arunachal Weightlifting Association president Abraham K Techi and its general secretary Daniel Teli.

Takang Blange, Ashok Rang, Bharat Rang and Gopal Sangdo, all from East Kameng, were awarded with Gold medal for their bravery in rescuing many people during suspension bridge collapse at Seppa on October 29, 2011.

Assam Rifles recruit non-APSTs in APST quota, authority in dark

ITANAGAR, Jan 27:  If the result published in the website of the Assam Rifles is to be believed, four non-APST candidates, including three Chakma refugees and a Nepali person have been selected for appointment against various posts like, Armour, Clerk and Radio Operator under ST quota of Arunachal Pradesh.

According to the result available in the website of Assam Rifles, Chakma refugees, namely Priyo Uttam Chakma (Armour),  Rugantar Chakma (Clerk), Ratna Sen Chakma (Operator Radio Line) and Amit Subba (Operator Radio Line), a Nepali citizen were selected against ST category seats reserved for Arunachal Pradesh.

Assam Rifles had published the advertisement in July 2011 edition of the Employment News inviting applications to fill various posts, including Havildar (Clerk), Plumber, Operator Radio Line, Armour etc from all over India. The advertisement was given by the Office of the Directorate General Assam Rifles, Shillong.

The recruitment rally was held in September 2011 at Dimapur and Guwahati. For Arunachal state, the interview was held for 26 posts of which 13 were reserved for ST and rest 13 for general category. However, only 12 candidates were selected from Arunachal Pradesh of which 5 got selected under ST category and 7 under general category. Of the five selected, there was only one indigenous Arunachalee ST candidate.

Many deserving APST and domicile candidates, who have qualified in the written and medical tests have not been selected by the recruiting authority. This act of Assam Rifles has angered the people of Arunachal as they feel that the oldest paramilitary force of the country has made mockery of ST reservation system.

“With lot of efforts we got a chance to appear in the interview with hope that we will get selected under reserved ST quota.  We might have lacked something, therefore could not go through interview. But to our utter dismay, the Chakma and Nepali people were selected at the cost of us,” informed one tribal citizen of Lohit who appeared in the interview.

Further he added: “We really don’t understand why did Assam Rifle select non-APST citizen for those seat meant for ST citizen of Arunachal. Is it because of the lack of knowledge about Arunachal or are they trying to give ST certificates to Chakma and Nepali citizen?” he questioned.

Assam Rifles official clarified that recruitment process carried out by it are free and fair.

“We follow proper guidelines while carrying out any recruitment drive. We never do any discrimination. We do not rule out the possibility of recruiting non-APST citizen under ST category because of vacancy available,” told Assam Rifles PRO Col. AK Chaudhary from Shillong.

Col. Chaudhary assured that detailed study regarding this case would be carried out and the stand of Assam Rifles clarified.

But the million dollar question is, who is to blame for this mess? Would the state Government take up the matter with AR authorities to deliver justice to the deprived candidates?

 

CM calls for  stern action against bandh callers

ITANAGAR Jan 27: Arunachal Pradesh Chief Minister Nabam Tuki has taken strong exception to the Bandh called by All Arunachal Pradesh Youth Forum on January 30 next terming the demands unethical and irrelevant.

 The first demand for construction of National Highway to link all three Siang districts has already been covered under PM’s package announced on January 31, 2008 and will be implemented under the  2-lane Trans Arunachal Highway (NH-229), Tuki stated.

While referring to the second demand of connectivity to unconnected circle headquarters, the chief minister made it amply clear that several representations and memorandums have been submitted to Government of India on the matter, which is positively being considered and under process by the Centre.

“No payment can be kept pending when a work is completed within schedule and to the satisfaction of the prescribed guidelines”, the chief minister said while clarifying over the pending bill issue raised by the organization.

“It is pure blackmailing,” Tuki expressed and doubted vested interests and political reasons behind it.

While ordering stern action against the bandh callers, the Chief Minister issued specific directives to the Police and the District Administration to deal with the miscreants with iron hands as per law of the land.  “No organization can be allowed to dictate the administration and disbalance the social fabric and take law into their hands,” Tuki said without mincing words. He assured security and appealed the people to voluntarily boycott such bandh calls called for trivial issues and malafide intentions.

 

Mein calls for effective policy for preservation of Indigenous faith & culture

ITANAGAR, Jan 27:  PWD, Finance and Planning Minister Chowna Mein today called for formulation of effective policy at highest level for preservation and promotion of the indigenous faith and culture.

“We should adopt a realistic policy in order to safeguard Indigenous faith, culture and tradition,” said Mein while addressing a huge gathering  at 12th Nyeder Namlo Foundation day function organized at  Rono ground, Doimukh today.

At the same time, the minister advocated for proper maintenance of archeological sites and monuments of the state. He said destruction or changes of monuments should not be allowed during renovation at any cost as such monuments and archeological sites reflect  faith, culture, tradition  and origin of indigenous tribe and their existence.

 Pointing out the measures taken to preserve World War –II cemetery at Nampong,  the minister said  religious places like Malinithan, Parsuram Kund should be preserved.

Informing that Chief Minister Nabam Tuki  has shown in interest in  preservation and promotion of indigenous faiths, he expressed his hope that state Govt under the leadership of Tuki  would take all measures in this regard.

Nyeder Namlo is not only a faith but a movement and an essence of life, he said and called upon people of all sections of the society to preserve their own age-old culture and traditions. The minister particularly exhorted the youth to shoulder the responsibility for preservation of culture and tradition.

Drawing a similarity of prayer system in between Donyi-Poloism and Buddhism, the minister said all religions infuse discipline to the member of the society.

While responding to the memorandum submitted by Central Nyedar Namlo President R T Tara, the minister assured sanctioning of Rs 2 core for construction of  Nyishi  Cultural Heritage and Research Centre on priority basis in next financial year. The minister also announced Rs 50 lakh for construction/ renovation road leading to the Neder Namlo.

Local MLA and Parliamentary Secretary for Planning and Development, Nabam Rebia, while appealing to the people to preserve the cultural traditions said India being a secular state our principle should be prosper and let others prosper as a good human being. Agreeing that here are certain practices in our culture and faith which are impracticable, he said there are very good practices too. We can not discard it completely saying it has some impracticable practices rather it should be refined to its best to know our culture and origin, he added.

Underscoring the importance of traditional dresses and local dishes and drinks which are inseparable part of local festivals and functions, Rebia said our people have begun to import local drinks from other parts of the state during functions like Nyokum. This is a very bad trend which should be stopped, he said and expressed his concern that the habit will lead to ignorance of the utility and loss of manufacturing skills of the items and dishes.  State Chief Information Commissioner and President of Indigenous Faith and Cultural Society of Arunachal Pradesh(IFCSAP), Y D Thongchi, while highlighting the activities of IFCSAP, explained the difference between the alien and indigenous faiths and their impact to the society. He also thanked the state government for granting Rs. Five Crore corpus fund and hoped for more such encouragements in the future.

Recalling the Naba Vaishnab movement launched in India by great religious guru  like Shankardev centuries ago, Thongchi  said,  such movement on Vaishnabism transcended in Arunachal Pradesh in the form of Donyi-Polo movement in later stage.  He said, it was Talom Rukbo, a literary and social worker, who started Donyi-Polo movement in Arunachal Pradesh. He informed that  at present there are 489 prayer halls in all districts of the state to practice Donyi-Poloism.

  Doimukh Unit Nyeder Namlo chairman Tana Tagu Tara and secretary Taba Takam also spoke on the occasion.

The foundation Day was marked by Mass prayers in the Nyeder Namlo, release of an Audio cassette called Garnam. Cultural troupes from  various Nyeder Namlo including  Kheel, Rono, Pachin, Hollongi and labour union of Doimukh and J N V, Doimukh presented devotional cultural programmes on the occasion.

Among others, Vice President of Tribal Faith and Cultural Protection Forum North East India, Nabam Atum, Arunachal Vikash Parishad President P. Potom and Trans-Arunachal Highways Chief Engineer Bora Ete, ZPM Tana Bado, Central Nyeder Namlo Research Centre director Tana Showren, former  MLA Ngurang Pinch were present on the occasion. Women can no longer be outside the decision making process: Ete

GUWAHATI, Jan 27: According to a new study, having the smartest guys in a group does not guarantee success in problem solving. Instead, groups do best when they include people who take turns talking and have high social sensitivity - which means they tend to include women.

Precisely, this is what noted women rights activist from Arunachal, Jarjum Ete advocated for, in her lecture during a Workshop on Understanding and Resolving Water Conflicts in the North East, India held in Guwahati, January 23-26.

The workshop designed for civil society groups, government officials, researchers/teachers, lawyers, media professionals and activists working on water related issues was organized by Forum for Policy Dialogue on Water Conflicts in India, in collaboration with Aaranyak, Center for Environment (IIT Guwahati), Arghyam, SaciWATERs-CasNet Network and Cap-Net.

Ete said traditionally in a tribal society, women are not part of the decision making processes - within the family, village or community. "But of late, because of water conflict situation in north east, they are coming into the forefront," she said "and can no longer be outside the decision making process."

 “With the coming of 140 small and large dams in Arunachal, the smaller communities around the project will be subsumed by outside population, and women are going to be taken over,” she said.

“In a tribal society, women are looked over as pillar of community; as they till the land, manage resources and largely takes the role of guardians of the community resources.”  

 “However,” says Ete, “Policy makers are not aware of such linkages of women with its natural resources.” Adding, she said: “As they (policy makers) are not sensitive to ramifications of larger developmental interventions, women will be at the receiving end when collective resources will be taken over.”

 Another area of conflict, she said will be the ‘conflict of interests’ between communities and groups over hydro projects. She asks: “What will happen to Arunachal, if 140 projects come up?”

 Besides, in her encouraging note, she said women empowerment process in Arunachal have been much better in whole of northeast. “In terms of political empowerment, women of Arunachal are doing quite well. They may not be good leaders qualitatively, but quantitatively have taken over the space; and getting sufficient exposure and experiences,” she said.

 

Governor’s XI defeat Chief Minister’s XI 4-1

ITANAGAR, Jan 27: The Governor’s XI beat Chief Minister’s XI 4-1 in a friendly football match played as part of Republic Day celebration at Rajiv Gandhi stadium, Naharlagun, yesterday.

Hibu Tamang, Toko Babu, Nyali Ete and Kage Dodum scored a goal each for the winning team while the consolation goal for the Chief Minister’s XI was scored by Member of Parliament (Lok Sabha) Takam Sanjoy.

In the fiercely fought match, Chief Minister Nabam Tuki played the whole match and made several attempts to opponent’s goal. For his effort, Tuki received the Player of Match award.

Goalkeeper of Governor’s XI SK Mukherjee received the best goalkeeper award for saving several sure-shots from Tuki, Sanjoy and many others.

Several parliament secretaries and MLAs were part of CM’s XI, while the Governor’s XI was led by Chief Secretary Tabom Bam along with Principle Secretary to Chief Minister Yeshi Tsering and senior officers. The match was conducted by referees from Assam, invited specially for the match.

Inspite of very cold weather large numbers of spectators including women and children turned up to witness the closely contested match.

Flanked by State Legislative Assembly Speaker Wanglin Lowangdong and his deputy Jomde Kena, the Governor cheered his team from the gallery after kicking off the match amidst huge gathering. He hoped that such activities by senior people will encourage younger generations towards games and sport activities.

Later, the Governor  gave away the prizes. The Governor received the winner’s trophy from the Chief Minister.

2nd edition of Multi-media campaign on HIV/AIDS launched

ZIRO, Jan 27: The second edition of multi-media campaign on HIV/AIDS christened “Red Rockfest’ got underway at the picturesque headquarters of Lower Subansiri  district, Ziro  on Friday at Subansiri Stadium withParliamentary Secretary for Land Management and Urban Development Padi Richo  the inaugurating the campaign amidst a large number of district officers, students and public.

Addressing the gathering, Richo complemented the Arunachal Pradesh State AIDS Control Society (APSACS) for launching the statewide campaign from Ziro and appealed to the agency to create awareness among all sections of society, especially, the youth, through distribution of AIDS related literature and conducting mass awareness camps by involving resource persons.

Emphasizing the role of media in creating knowledge on the issue, he appealed to media, both print and electronic, to carry the message to every nook and corner of the state.

Richo further appealed to APSCAS to rope in services of various voluntary organizations in the state in its mission of creating education.

Likha Tungam, ZPM, said the main aim of the campaign was to educate the youth and impart education about HIV/AIDS. He appealed to the youths to adopt safety measures in order to stop spreading AIDS.

Dr Riken Rina, Joint Director, Blood Safety, informed that the second round of the campaign would cover 13 districts of the state through performance of music concert where ‘Alien Gods’ and ‘Symmetry Clan’ as brand ambassadors would try to attract people especially the youth of age group between 15 to 29 years and sensitize them about  HIV/AIDS.

Deputy Commissioner Nila Mohanan said music is a popular medium of communication and expressed the hope that the campaign would achieve its objective by creating mass awareness on HIV/AIDS and its preventive measures.

Dr K. Nishing, Director of Health Services, while emphasizing the objective of the campaign, urged the youth the focus on control of the disease through education and resolve.

Cultural evening marks R-Day

ITANAGAR, Jan 27: Sanskar Bharati Arunachal Pradesh in collaboration with Indigenous Faith and Cultural Society of Arunachal Pradesh organized ‘Bharat Mata Pujan’ themed as ‘Maa Tuhje Salam’ on January 26 at Arunachal Pradesh Science Centre, Indira Gandhi Park here.

Over, 60 budding artistes with senior music teachers from Nrityangan Music and Dance Academy, Kalashetra Itanagar, Donyi Mumsi Foundation School Itanagar, VKV Itanagar, Emchi, Middle School Doimukh, BSNL Complex Itanagar and various schools of Capital Complex and Naharlagun presented patriotic song and dance items on the occasion

Speaking on the occasion, Indra Mallo Jain, Secretary to the Department of Art and Culture and IPR Government of Arunachal Pradesh, said that it is our prime duty to preserve our indigenous art and culture for identity. She appreciated Sanskar Bharati Arunachal Pradesh for organizing this type patriotic cultural activity which help preserve and promote ones own art and culture.

Tapang Taloh, Director of School Education, Government of Arunachal Pradesh also appreciated the efforts of Sanskar Bharati and IFCSAP for organising the patriotic cultural evening on the occasion of Republic Day. He also asked the participants to give attention towards their study while participating in such extra curricular activities.

Binny Yanga hailed

ITANAGAR, Jan 27: The people from various sections of the state and organizations expressed joy  and satisfaction as state’s prominent social worker Binny Yanga was chosen for the prestigious Padma Shree Award 2012 by the GoI.

Rajya Sabha member Mukut Mithi and Lok Sabha members Takam Sanjoy, in their congratulatory messages, said the award is a true recognition of her hard work and devotion to make the life of the needy hapless children and women meaningful.

She rightly deserves the prestigious award, the fourth highest civilian award of India, Mithi said.

With this, she has added a new feather in Arunachal’s cap after winning the Durga Bai Deshmukh Award 2000 and NCDC Cooperative Excellence Award 2002. She would continue to serve as a role model and inspire the people of the state, particularly the womenfolk, Sanjoy said, adding “Hardwork never go unrewarded”.

“It is an achievement worth appreciating, Sammanoy Gut Cooperative Society chairperson Minati Riba said in her congratulatory message, adding that she has been a great source of inspiration for all as a social reformer, textile designer, and member of Arunachal Pradesh State Commission for Women.  

Arunachal Pradesh Literary Society vice president Tokong Pertin on behalf of its members and president YD Thongchi called on her here Thursday to felicitate her on her achievement.

 “This is indeed a befitting acknowledgement of her time tested selfless service to the destitute and down trodden, especially, training for self employment  being imparted to the destitute girls  and womenfolk”, said  NES president   Bengia Tolum.

 In a release today, NES hoped that the award shall be a stepping stone for an ardent philanthropist and exemplary women entrepreneur -- Yanga to achieve higher civilian awards like Padma Bhushan and Padma Vibhushan in days to come. It is an inspiration for fellow citizens to render tireless humanitarian service with renewed zeal and vigour, it said.

In a release, All Arunachal Pradesh Students Union (AAPSU) president Takam Tatung hoped that her achievement will encourage other tribal women of Arunachal to work hard in their respective field of activities. He also hoped that Oju Welfare Association will continue its yeomen service for uplift of downtrodden.

The functionaries of Oju Welfare Association (OWA), State Resource Centre Arunachal Pradesh (SRCAP) and Jan Shikshan Sansthan (JSS), Naharlagun expressed joy over the marvelous achievement  of Binny Yanga.

Meanwhile, Binny Yanga said, “My dream comes true and I am much honored”. Yanga lauded Governor Gen. (Retd.) J.J. Singh and Anupama Singh, First Lady of the State, Chief Minister Nabam Tuki and the Govt as a whole for recommending her name for the coveted Award.

She also expressed her gratitude to  her well wishers and dear ones and her staff members, without whose assistance, she could not able to fulfill her zeal to work for the people of the State. “I have been encouraged enough to go ahead with my service to the people,” she said.

Bus service brings cheer to villagers

ITANAGAR, Jan 27: The long felt need of the people of Beye, Ngomdir and Doji Jeli has  been fulfilled with the inauguration of APST bus service on Republic Day.  It was inaugurated by DIPRO Gijum Tali  amid cheer and applause. The bus will ply along the route on daily basis with its station and accommodation of staff at Ngomdir village.

Addressing an impressive function held on the occasion, Tali said that the bus service will be an added benefit to villages settled along the route.   He appealed to one and all to give all sorts of cooperation to the State Transport department to provide better service in the days to come.

Tuter Nima, Station Superintendent, Aalo disclosed that the old vehicle from existing pool has been pressed into service after maintenance as an alternative arrangement to mitigate the growing demand of the people from time to time.

Assuring a better service in near future, he appreciated the Committee constituted in village pertaining to discipline, payment of fares, stoppages and other self regulatory measures. The support and cooperation of the people is of paramount importance to continue with the service, he said.

SECC in Capital Complex completed

ITANAGAR, Jan 27: As part of Socio-Economic and Caste Based Census (SECC) exercise, a team led by Onit Panyang, Deputy Commissioner Capital Complex met Governor General (retd.) JJ Singh and State First Lady Anupama Singh for enumeration at Raj Bhavan, Itanagar yesterday. The first couple provided their details to A S Maru, SECC charge officer and his squad of supervisor, enumerator and data entry operator.

Interacting with the census officials, the Governor appreciated their effort and Government of India for the door to door data gathering on Socio Economic status of the people to know the ground reality.

Deputy Commissioner Panyang informed that the month-long enumeration process in the capital complex, which started on December 26, 2011 concluded on January 26 with the recording of personal details of the First Couple.

Chief Minister Nabam Tuki and Chief Secretary Tabom Bam were the first to be enumerated to kick start the SECC campaign.

Altogether, 40 supervisors and 286 enumerators have been engaged for the campaign in Itanagar Urban area. (PRO, Raj Bhavan)

 

Awareness camp

ITANAGAR, Jan 27: Government Secondary School, Hiya organized social awareness camp at Hiya school premises recently.

Attending the programme, Nyapin Area Development Committee, Chairman Tadar Zaman donated fifty pieces of CGI Sheets to school for repairing of teachers quarter and school toilets and also gave some financial aid to the organizer.

NADC Secretary Panye Kaha also contributed fund to the organizer.

The function was attended by public and PRI leaders.

 

Proposed capital bandh declared illegal

ITANAGAR, Jan 27: Deputy Commissioner cum District Magistrate, Itanagar Capital Complex has declared the proposed 12 hrs capital bandh on January 30 by All Arunachal Pradesh Youth Forum as illegal.

The magistrate said that such bandh calls cause untold misery and hardship to the public. He urged the AAPYF to call off the proposed bandh call and refrain from calling and enforcing such bandh.

 

Early creation of proposed district demanded

ITANAGAR, Jan 27: All West Siang Border Students’ Union while highlighting the frequent inter-state dispute between Arunachal Pradesh and Assam in Likabali area, has appealed to the state government for immediate establishment of the proposed Lower Siang district headquarters at Sikirima, Likabali.

It said that the proposal was placed to the state government way back in 1994, but till today, the  state government did not work it out.

 

Capital Complex trounce Upper Subansiri

ITANAGAR, Jan 27: Capital Complex Football Association grounded Upper Subansiri 4-0 in the 10th Tadar Tang Memorial Football Tournament at Rajiv Gandhi Stadium today.

In another match played yesterday, East Kameng was knocked out of the tournament after losing 0-3 to three times champion Kurung Kumey. With this win Kurung Kumey booked a berth in the quarterfinals.

Dare Takar,  (25 min),  Gyamar Apa (67 min) and  Roshan Ramching (79) scored a goal apiece.

 

‘Coaching key to players’ development’

NAHARLAGUN, Jan 27: East Kameng DSO K Dodum stressed the need of proper training centre and facilities to improve the performance of football players.

Addressing the coaches, managers and senior players during the first annual general body meeting of the Arunachal Football Players’ Association (APFPA) here yesterday, Dodum suggested for clean and transparent selection procedures while selecting the players. He suggested the authority for selection of qualified players from the ongoing Tadar Tang Memorial Football Tournament for the national event.

APFPA president Kipa Takum assured to work for the welfare of the players, and promote the sport all over the state by organizing awareness camp.

General secretary Kipa Aje suggested for minimum 45 days coaching for national level tournament and providing proper sports kits and modern equipments for the players.

Lower Subansiri team manager Toko Bakh appealed to the association to initiate 10% job reservation for the football players.

Papum Pare coach Tayeng Anthony stressed on proper diet and regular coaching for the players.

Around 200 members from all over the state attended the meeting.  

 

Pasighat Karatekas bring laurels

PASIGHAT, Jan 27: While representing Arunachal Pradesh  the East Siang Shito Ryu Karate Do Association excelled in  the ‘7th Shito Ryu  Seiko Kai National Karate Championship’ held recently at Mizoram.

The team  members of Pasighat included Ashok Sahani, a student of class XII, Anurudh Sahani (XI) and Govind S Thapa (IX).

While Ashok bagged two gold medals, Anurudh won a silver medal. Govind S Thapa could secure a bronze medal.

Appreciating their achievement, Education Minister Bosiram Siram  encouraged them with cash prizes. Expressing his extreme happiness over the performance of the karatekas, the minister said ‘I am overwhelmed that three boys of Pasighat proved their ability by winning medals despite various constraints.” Siram also advocated for enhancement of reservation quota in Govt job for sportspersons. However, he said, present Govt  is  initiating various schemes for improvement of sports sector.

MP Ninong Ering also appreciated all the 41 participants of the national level competition and the three boys of Pasighat in particular for their achievements which will inspire the local youths. DIPRO

 

Raj Bhavan hosts ‘at home’ function

ITANAGAR, Jan 27: Arunachal Pradesh Governor Gen JJ Singh was 'At Home' with distinguished citizens of the State and school children on the on the lush green lawns of Raj Bhavan here yesterday.

Organized in a befitting manner of the ‘At Home’ function, which is an important feature of the day long programme, the function began with the playing of the tune of National Anthem by Arunachal Pradesh Police band from Police Training Center, Banderdewa.

Chief Minister Nabam Tuki, his cabinet colleagues, senior officials, social workers, educationists, intellectuals, distinguish achievers of various fields including mountaineers Tapi Mra and Anshu Jamsenpa, senior citizens, ex-servicemen, sportsmen and women, NCC and Scouts and Guides attended the ceremony to greet the Governor and the State first lady.

Over the high tea, the Governor and the State first lady, Anupama Singh, intermingled with the august gathering. The School children from different tribes in the respective traditional attires also interacted with the Governor and the First lady.

The entire Raj Bhavan decked with varieties of seasonal flowers, especially the Northern Green, which makes the part of nine-hole Raj Bhavan golf course, was beautified to its best to receive the distinguished gathering. CoSAAP foundation day

ITANAGAR, Jan 27: Confederation of Service Associations of Arunachal Pradesh (CoSAAP) celebrated its foundation day at Itanagar today.

On the occasion, CoSAAP president NL Togu, secretary general Pate Marik and other CEC members urged all the employees of the state government to improve work culture and maintain transparency while discharging their duty.

Meanwhile, CoSAAP demanded the authority concerned for immediate implementation of 6th CPC recommendations in toto.

 

Kavi Sammelan held

ITANAGAR, Jan 27: VKV Kuporijo Upper Subansiri district organised a "Desh Bhakti Kavi Sammelan" in connection with Republic Day celebrations.

The whole programme was organized by Class IX students of VKV Kuporijo and guided by  Govind G. Khandekar Varishtha Karyakarta of VKV APT and Sri J.B. Jadhav teacher VKV Kuporijo.

Speaking on the occasion Nima Namchoom, DIPRPO Upper Subansiri district advised the students to take part in all the co- curricular activities with enthusiasm.  

It may be mentioned here that school level competitions were held in Govt. Hr. Sec. School Daporijo, Govt. SEC. School Lida, Govt. Hr. Sec. School  Dumporijo, VKV Kuporijo, Vivekananda Public School Daporijo, Si-Donyi Public School Daporijo and Abotani Residential Public School and top three students from each school selected were participated in the final Kavi Sammelan.The poems were composed by the students themselves.

 

Saaya visits new link road

ITANAGAR, Jan 27: Parliamentary Secretary, Agriculture Likha Saaya visited the newly constructed three-kilometer-long link road from Tago Power house to Pei village under Yazali circle.

The said road was constructed on self-help basis under the guidance of Anchal Chairperson Likha Api and ASM Toko Tana.

Saaya while emphasizing on development of horticulture and agriculture advised the villagers to give up Jhum cultivation and stop excessive exploitation of natural resources and vegetations.

He further advised the villagers not to indulge in petty politics in the village level and remain united and cooperate with the elected representatives for speedy development of the area.

Meanwhile, responding to a memorandum, he assured construction of link road from Pei to Toon village, and fund for extension of classrooms of primary school and also announced Rs five lakhs for construction of community hall.

Later, Anchal Chairperson Likha Api distributed blankets to senior citizens of the village.

Amongst others, EAC Yowa Topu, CO JT Obi and CO M Kakki attended the programme.

PKWS conference held

ITANAGAR, Jan 27: Pombu Kow Welfare Society, Siyum conducted its general conference cum election at Ebiya village on January 13 and 14 last. On the occasion, foundation stone of the society office was laid at Ebiya village.

Amongst others, Textiles and Handicrafts deputy director Take Mosu and horticulture development officer Kali Bayor were present on the occasion.

 

ANYA seeks govt. intervention to locate missing jawan

ITANAGAR, Jan27:  All Nyishi Youth Association (ANYA) today sought state governments’ intervention to locate the whereabouts of missing SSB Jawan  Gyani Raju, who reportedly went missing since last 24 May.

In a release, ANYA requested the state government to put its all efforts to trace the jawan by involving the governments of Assam and West Bengal. Drawing the government’s attention towards aggrieved family of the missing jawan, the association said that the family members have been living in despair without the salary of the jawan since last 8 months.

Refugees and encroachment

Dear Editor,

This is in response to the statement issued by one Tejang Chakma of New Delhi in your daily of January 24 issue.

He is misguiding the press and the readers. The fact is that these refugees migrated from CHT of Bangladesh first landed at Khante Base camp for Mizoram and Tripura. There was threat posed from Mizoram and Chakmas were then rehabilitated in Bihar. Thereafter, they were brought to then NEFA on initiation of U C Chakma for settlement at Pillomukh area of Pasighat which was refused and rejected by the local people of East Siang.

Central Govt. imposed settlement of these refugees in Tirap/Lohit/Subansuri Frontier in NEFA days in 1964 – 65. At that time total population consisted of 2748 Chakma families with a population of 14888 persons and 150 Hajong families consisting 750 persons.

Now as he  said after 47 years of India’s mercy to allow their stay on Indian soil the present refugee population in Arunachal Pradesh has risen to an astonishing figure of 53,730 and break up figure are Changlang – 46,691, Lohit – 4962 and Papumpare – 2077. Now one can see more than three times growth rate of Chakmas and slow phase growth of Hajongs.

Therefore, the claim that Chakmas have Autonomous Council at Mizoram and they are enjoying equal facilities at Tripura and they are not interested for Arunachal is a white lie.

The unfortunate part of our state Govt. is that ILP is imposed against our own Indian citizens only but refugees are allowed to roam freely in Arunachal. This is a boon for refugees.

If there is no migration how encroachments are taking place in Reserve Forest/USF and indigenous people’s land at  M’Pen, Mudoi. Now at their own they have created Sukha Nallah, Shillong Pahar, Jyotsnapur, Rajnagar, Kamkhyapur, Udoipur, Upper/Lower Mudoi Deep, Dumpathar, Mudhaka, Dangaria Baba, Bijoypur – I, II & III etc. and what not. They are greedy and lustful for fertile land of Arunachalees.

They do not respect the law of the land. They are resorting to criminal activities. They attacked AAPSU bus at Diyun and attacked local people at M’Pen and ransacked Diyun Police Station.

In opposite, local people and state Govt. never did harass the refugees without reason. Peace will be a distant dream for citizens of the state if the refugees continue resorting to criminal activities of highest degree.

Norway, no way of treatment

Dear Editor,

Indian family system has always been exemplary in world. The relationship between parents and children (infants) has never been questioned by any society. But, the question of Norway’s Bhattacharya family has really frowned all. No country can ever question on cultural practices of living or feeding children. Though the episode of separation from children is solved now, but the continuous mental pain and suffering of the parents is understandable. It is really unfortunate the Norwegerian authorities have imposed their ruling without having any knowledge of Indian culture. Separating children from biological parents is absolutely against human rights. Had it been some case of abuse or violence against wards then placing them in foster care by the Child Welfare Services is understandable. But feeding them by hand and not using cutlery or making children sleep along with parents is not inefficiency of the mother but her immense love for her children. These are the principle because of which family life has survived in India not only on social ground but also moral grounds. But, in West mostly we see broken families and undefined ‘families’, maximum adultery and what not. If their rulings are so pious or important that then in their countries we see maximum of Juvenile Delinquents and child crimes?

Silli village on the verge of extinction    

Dear Editor,                  

Our village Silli situated on the foothill of West Siang district under  Likabali circle needs especial attention of the Govt. River Silli (locally known as Silli Abu) is changing its course every year after heavy landslide and soil erosion.

Many acres of wet rice cultivation field have been eroded during the rainy reasons every year. During last rainy season too, a portion of kutcha road near Silli-Liche village have been washed away due to soil erosion.

Therefore,  I appeal to all Silli villagers to come forward and save Silli from soil erosion. I would also like to appeal  to our MLA to do needful before  the ensuing rainy reason.

Green investments & social benefits

The latest UNEP report, Green Economy in a Blue World, argues that the ecological health and economic productivity of marine and coastal ecosystems, which are currently in decline around the globe, can be boosted by shifting to a more sustainable economic approach that taps their natural potential - from generating renewable energy and promoting eco-tourism, to sustainable fisheries and transport.

It highlights how the sustainable management of fertilizers would help reduce the cost of marine pollution caused by nitrogen and other nutrients used in agriculture, which is estimated at US$100 billion (EUR 80 billion) per year in the European Union alone.

The synthesis report also examines how Small Island Developing States (SIDS), such as those in the Asia-Pacific and Caribbean regions, can take advantage of green economy opportunities to reduce their vulnerability to climate change and promote sustainable growth.

With as much as 40 per cent of the global population living within 100 kilometers of the coast, the world’s marine ecosystems (termed the ‘Blue World’ in the report) provide essential food, shelter and livelihoods to millions of people. But human impacts are increasingly taking their toll the health and productivity of the world’s oceans.

Adoption of green technologies and investments to lower fossil fuel use could dramatically reduce the carbon footprint of the sector while enhancing its contribution to economic growth, food and nutrition security and poverty reduction. Green technologies include low-impact fuel-efficient fishing methods and innovative aquaculture production systems using environmentally friendly feeds.
