ITANAGAR, Jan 27: If the result published in the website of the Assam Rifles is

According to the result available in the website of Assam Rifles, Chakma refugees, namely Priyo Uttam Chakma (Armour), Rugantar Chakma (Clerk), Ratna Sen Chakma (Operator Radio Line) and Amit Subba (Operator Radio Line), a Nepali citizen were selected against ST category seats reserved for Arunachal Pradesh.
Assam Rifles had published the advertisement in July 2011 edition of the Employment News inviting applications to fill various posts, including Havildar (Clerk), Plumber, Operator Radio Line, Armour etc from all over India. The advertisement was given by the Office of the Directorate General Assam Rifles, Shillong.
The recruitment rally was held in September 2011 at Dimapur and Guwahati. For Arunachal state, the interview was held for 26 posts of which 13 were reserved for ST and rest 13 for general category. However, only 12 candidates were selected from Arunachal Pradesh of which 5 got selected under ST category and 7 under general category. Of the five selected, there was only one indigenous Arunachalee ST candidate.
Many deserving APST and domicile candidates, who have qualified in the written and medical tests have not been selected by the recruiting authority. This act of Assam Rifles has angered the people of Arunachal as they feel that the oldest paramilitary force of the country has made mockery of ST reservation system.
“With lot of efforts we got a chance to appear in the interview with hope that we will get selected under reserved ST quota. We might have lacked something, therefore could not go through interview. But to our utter dismay, the Chakma and Nepali people were selected at the cost of us,” informed one tribal citizen of Lohit who appeared in the interview.
Further he added: “We really don’t understand why did Assam Rifle select non-

CM calls for stern action against bandh callers

While referring to the second demand of connectivity to unconnected circle headquarters, the chief minister made it amply clear that several representations and memorandums have been submitted to Government of India on the matter, which is positively being considered and under process by the Centre.
“No payment can be kept pending when a work is completed within schedule and to the satisfaction of the prescribed guidelines”, the chief minister said while clarifying over the pending bill issue raised by the organization.
“It is pure blackmailing,” Tuki expressed and doubted vested interests and political reasons behind it.
While ordering stern action against the bandh callers, the Chief Minister issued specific directives to the Police and the District Administration to deal with the miscreants with iron hands as per law of the land. “No organization can be allowed to dictate the administration and disbalance the social fabric and take law into their hands,” Tuki said without mincing words. He assured security and appealed the people to voluntarily boycott such bandh calls called for trivial issues and malafide intentions.
Mein calls for effective policy for preservation of Indigenous faith & culture

ITANAGAR, Jan 27: PWD, Finance and Planning Minister Chowna Mein today called for formulation of effective policy at highest level for preservation and promotion of the indigenous faith and culture.
“We should adopt a realistic policy in order to safeguard Indigenous faith, culture and tradition,” said Mein while addressing a huge gathering at 12th Nyeder Namlo Foundation day function organized at Rono ground, Doimukh today.
At the same time, the minister advocated for proper maintenance of archeological sites and monuments of the state. He said destruction or changes of monuments should not be allowed during renovation at any cost as such monuments and archeological sites reflect faith, culture, tradition and origin of indigenous tribe and their existence.
Pointing out the measures taken to preserve World War –II cemetery at Nampong, the minister said religious places like Malinithan, Parsuram Kund should be preserved.
Informing that Chief Minister Nabam Tuki has shown in interest in preservation and promotion of indigenous faiths, he expressed his hope that state Govt under the leadership of Tuki would take all measures in this regard.

The workshop designed for civil society groups, government officials, researchers/teachers,
lawyers, media professionals and activists working on water related issues was organized
by Forum for Policy Dialogue on Water Conflicts in India, in collaboration with Aaranyak,
Center for Environment (IIT Guwahati), Arghyam, SaciWATERs-
Ete said traditionally in a tribal society, women are not part of the decision making
processes -
“With the coming of 140 small and large dams in Arunachal, the smaller communities around the project will be subsumed by outside population, and women are going to be taken over,” she said.
“In a tribal society, women are looked over as pillar of community; as they till the land, manage resources and largely takes the role of guardians of the community resources.”
“However,” says Ete, “Policy makers are not aware of such linkages of women with its natural resources.” Adding, she said: “As they (policy makers) are not sensitive to ramifications of larger developmental interventions, women will be at the receiving end when collective resources will be taken over.”
Another area of conflict, she said will be the ‘conflict of interests’ between communities and groups over hydro projects. She asks: “What will happen to Arunachal, if 140 projects come up?”
Besides, in her encouraging note, she said women empowerment process in Arunachal have been much better in whole of northeast. “In terms of political empowerment, women of Arunachal are doing quite well. They may not be good leaders qualitatively, but quantitatively have taken over the space; and getting sufficient exposure and experiences,” she said.

Addressing the gathering, Richo complemented the Arunachal Pradesh State AIDS Control Society (APSACS) for launching the statewide campaign from Ziro and appealed to the agency to create awareness among all sections of society, especially, the youth, through distribution of AIDS related literature and conducting mass awareness camps by involving resource persons.
Emphasizing the role of media in creating knowledge on the issue, he appealed to media, both print and electronic, to carry the message to every nook and corner of the state.
Richo further appealed to APSCAS to rope in services of various voluntary organizations in the state in its mission of creating education.
Likha Tungam, ZPM, said the main aim of the campaign was to educate the youth and impart education about HIV/AIDS. He appealed to the youths to adopt safety measures in order to stop spreading AIDS.
Dr Riken Rina, Joint Director, Blood Safety, informed that the second round of the campaign would cover 13 districts of the state through performance of music concert where ‘Alien Gods’ and ‘Symmetry Clan’ as brand ambassadors would try to attract people especially the youth of age group between 15 to 29 years and sensitize them about HIV/AIDS.
Deputy Commissioner Nila Mohanan said music is a popular medium of communication and expressed the hope that the campaign would achieve its objective by creating mass awareness on HIV/AIDS and its preventive measures.

Bus service brings cheer to villagers
ITANAGAR, Jan 27: The long felt need of the people of Beye, Ngomdir and Doji Jeli has been fulfilled with the inauguration of APST bus service on Republic Day. It was inaugurated by DIPRO Gijum Tali amid cheer and applause. The bus will ply along the route on daily basis with its station and accommodation of staff at Ngomdir village.
Addressing an impressive function held on the occasion, Tali said that the bus service will be an added benefit to villages settled along the route. He appealed to one and all to give all sorts of cooperation to the State Transport department to provide better service in the days to come.
Tuter Nima, Station Superintendent, Aalo disclosed that the old vehicle from existing pool has been pressed into service after maintenance as an alternative arrangement to mitigate the growing demand of the people from time to time.
Assuring a better service in near future, he appreciated the Committee constituted in village pertaining to discipline, payment of fares, stoppages and other self regulatory measures. The support and cooperation of the people is of paramount importance to continue with the service, he said.

ITANAGAR, Jan 27: Government Secondary School, Hiya organized social awareness camp at Hiya school premises recently.
Attending the programme, Nyapin Area Development Committee, Chairman Tadar Zaman donated fifty pieces of CGI Sheets to school for repairing of teachers quarter and school toilets and also gave some financial aid to the organizer.

Proposed capital bandh declared illegal
ITANAGAR, Jan 27: Deputy Commissioner cum District Magistrate, Itanagar Capital Complex has declared the proposed 12 hrs capital bandh on January 30 by All Arunachal Pradesh Youth Forum as illegal.
The magistrate said that such bandh calls cause untold misery and hardship to the public. He urged the AAPYF to call off the proposed bandh call and refrain from calling and enforcing such bandh.

‘Coaching key to players’ development’
NAHARLAGUN, Jan 27: East Kameng DSO K Dodum stressed the need of proper training centre and facilities to improve the performance of football players.
Addressing the coaches, managers and senior players during the first annual general body meeting of the Arunachal Football Players’ Association (APFPA) here yesterday, Dodum suggested for clean and transparent selection procedures while selecting the players. He suggested the authority for selection of qualified players from the ongoing Tadar Tang Memorial Football Tournament for the national event.
APFPA president Kipa Takum assured to work for the welfare of the players, and promote the sport all over the state by organizing awareness camp.
General secretary Kipa Aje suggested for minimum 45 days coaching for national level tournament and providing proper sports kits and modern equipments for the players.
Lower Subansiri team manager Toko Bakh appealed to the association to initiate 10% job reservation for the football players.
Papum Pare coach Tayeng Anthony stressed on proper diet and regular coaching for the players.

PASIGHAT, Jan 27: While representing Arunachal Pradesh the East Siang Shito Ryu Karate Do Association excelled in the ‘7th Shito Ryu Seiko Kai National Karate Championship’ held recently at Mizoram.
The team members of Pasighat included Ashok Sahani, a student of class XII, Anurudh Sahani (XI) and Govind S Thapa (IX).
While Ashok bagged two gold medals, Anurudh won a silver medal. Govind S Thapa could secure a bronze medal.
Appreciating their achievement, Education Minister Bosiram Siram encouraged them with cash prizes. Expressing his extreme happiness over the performance of the karatekas, the minister said ‘I am overwhelmed that three boys of Pasighat proved their ability by winning medals despite various constraints.” Siram also advocated for enhancement of reservation quota in Govt job for sportspersons. However, he said, present Govt is initiating various schemes for improvement of sports sector.

ANYA seeks govt. intervention to locate missing jawan
ITANAGAR, Jan27: All Nyishi Youth Association (ANYA) today sought state governments’ intervention to locate the whereabouts of missing SSB Jawan Gyani Raju, who reportedly went missing since last 24 May.
In a release, ANYA requested the state government to put its all efforts to trace the jawan by involving the governments of Assam and West Bengal. Drawing the government’s attention towards aggrieved family of the missing jawan, the association said that the family members have been living in despair without the salary of the jawan since last 8 months.
Refugees and encroachment

This is in response to the statement issued by one Tejang Chakma of New Delhi in your daily of January 24 issue.
He is misguiding the press and the readers. The fact is that these refugees migrated from CHT of Bangladesh first landed at Khante Base camp for Mizoram and Tripura. There was threat posed from Mizoram and Chakmas were then rehabilitated in Bihar. Thereafter, they were brought to then NEFA on initiation of U C Chakma for settlement at Pillomukh area of Pasighat which was refused and rejected by the local people of East Siang.
Central Govt. imposed settlement of these refugees in Tirap/Lohit/Subansuri Frontier in NEFA days in 1964 – 65. At that time total population consisted of 2748 Chakma families with a population of 14888 persons and 150 Hajong families consisting 750 persons.
Now as he said after 47 years of India’s mercy to allow their stay on Indian soil the present refugee population in Arunachal Pradesh has risen to an astonishing figure of 53,730 and break up figure are Changlang – 46,691, Lohit – 4962 and Papumpare – 2077. Now one can see more than three times growth rate of Chakmas and slow phase growth of Hajongs.
Therefore, the claim that Chakmas have Autonomous Council at Mizoram and they are enjoying equal facilities at Tripura and they are not interested for Arunachal is a white lie.
The unfortunate part of our state Govt. is that ILP is imposed against our own Indian citizens only but refugees are allowed to roam freely in Arunachal. This is a boon for refugees.
If there is no migration how encroachments are taking place in Reserve Forest/USF and indigenous people’s land at M’Pen, Mudoi. Now at their own they have created Sukha Nallah, Shillong Pahar, Jyotsnapur, Rajnagar, Kamkhyapur, Udoipur, Upper/Lower Mudoi Deep, Dumpathar, Mudhaka, Dangaria Baba, Bijoypur – I, II & III etc. and what not. They are greedy and lustful for fertile land of Arunachalees.
They do not respect the law of the land. They are resorting to criminal activities. They attacked AAPSU bus at Diyun and attacked local people at M’Pen and ransacked Diyun Police Station.
In opposite, local people and state Govt. never did harass the refugees without reason. Peace will be a distant dream for citizens of the state if the refugees continue resorting to criminal activities of highest degree.

Norway, no way of treatment
Dear Editor,
Indian family system has always been exemplary in world. The relationship between parents and children (infants) has never been questioned by any society. But, the question of Norway’s Bhattacharya family has really frowned all. No country can ever question on cultural practices of living or feeding children. Though the episode of separation from children is solved now, but the continuous mental pain and suffering of the parents is understandable. It is really unfortunate the Norwegerian authorities have imposed their ruling without having any knowledge of Indian culture. Separating children from biological parents is absolutely against human rights. Had it been some case of abuse or violence against wards then placing them in foster care by the Child Welfare Services is understandable. But feeding them by hand and not using cutlery or making children sleep along with parents is not inefficiency of the mother but her immense love for her children. These are the principle because of which family life has survived in India not only on social ground but also moral grounds. But, in West mostly we see broken families and undefined ‘families’, maximum adultery and what not. If their rulings are so pious or important that then in their countries we see maximum of Juvenile Delinquents and child crimes?

Our village Silli situated on the foothill of West Siang district under Likabali circle needs especial attention of the Govt. River Silli (locally known as Silli Abu) is changing its course every year after heavy landslide and soil erosion.
Many acres of wet rice cultivation field have been eroded during the rainy reasons
